Or are they at a standstill in which no homes, new or existing, are being purchased at this time due to the weakened economy? Exactly what is the status of the housing crisis? Is there still a crisis?</p>

<p>The National Association of Realtors (NAR) based out of Chicago released a statement back in November regarding the state of existing home sales; the report confirms that existing home sales slipped slightly in August from July’s rate, however remained at a level that is 3.4 percent higher than this time a year ago. The report went on to say that sales of existing homes in August 2009 were running at 5.1 million units, compared with 4.93 million units in August 2008.</p>

<p>Helped by a first-time homebuyer’s tax credit, <a href="http://prutropical.com/">Tampa houses for sale</a> is running ahead of this time last year, this means the inventory of existing homes on the market is 16.4 percent less than one year ago according to the NAR.  The total housing inventory fell 10.8 percent to 3.62 million at the end of August. There was currently no data available on <a href="http://prutropical.com/tampa-real-estate-company.aspx">Tampa property for sale</a> or the property – land without houses – for sale.</p>

<p>The NAR reported that the Midwest saw the steepest decline in existing home sales for August 2009.  This region saw sales fall by 6.6 percent to a level of 1.14 million units from July.  The South saw existing home sales drop by 3.1 percent from the July 2009 pace although the region’s existing <a href="http://www.realtor.com/">homes for sale</a> are 1.6 percent higher than in August 2008.  In the West, existing home sales dropped by 2.7 percent in August 2009 to an annual rate of 1.16 million, however the pace was still 7.4 percent ahead of a year ago the same time.  And finally in the Northeast, in the August 2009 report, they saw the pace of existing home sales drop by 2.2 percent from the month before.  The annual sales of existing units in August were 910,000 which were 5.8 percent ahead of the August 2008 report.</p>

<p>Back in July of 2008, then President George Bush signed into law the Housing and Economic Recovery Act of 2008.  This wide-ranging act addresses many concerns and topics regarding mortgage reform; however one of the major themes this act covers is called the Secure and Fair Enforcement for Mortgage Licensing Act of 2008 also known as S.A.F.E.  The <a href="http://www.trainingpro.com/safe-mortgage-licensing-act.asp">safe mortgage education</a> program establishes national minimum standards for mortgage training – both pre-licensing and continuing education.</p>

<p>The American Association of Residential Mortgage Regulators (AARMR) and the Conference of State Bank Supervisors (CSBS) work together to construct the new National Mortgage Licensing System so that states have one centralized location on the Internet to license their mortgage brokers and mortgage lenders.</p>

<p>This new system is designed to help the effectiveness and efficiency of state supervision of the US mortgage market fight mortgage fraud and predatory lending and streamline and unify state license processes for mortgage brokers and mortgage lenders. </p>
<p> </p>
<p>The Residential Mortgage Licensing System could be especially useful for companies operating in several different states because they will be able to renew all their licenses for all states in one place.  In addition, by having a national system, the regulators will be able to see if a company applying to do <a href="http://www.business.gov/">business</a> in their state has complaints in other states.  If there are problems in another state that could be grounds for not licensing them in the state they applied for a license.</p>
<p> </p>
<p>Helping the economy along is the $8,000 tax credit being offered through the government to first-time home buyers; however this tax credit will expire at the end of this year.</p>
